Application for provisional membership

Dear Mister Kratz
According to article 12 of the statutes of the
International Floorball Federation, the French National Floorball and Unihockey
Association (FNFUA) applies for a provisional membership.
Please find enclosed the following documents:
- Address-list of the board members of the
FNFUA (including the headquarters)
- Statutes (edition August 2002) of the FNFUA
- Rules of Procedure (edition August 2002) of
the FNFUA
- Minutes from the foundation meeting
- Registration confirmation of the French
Authorities
Unfortunately, we cannot provide yet a
confirmation of the National Sports Confederation, regarding that in France, a
sporting association has to exists at least 12 months before getting an
approval by the French Ministry of Youth and Sports (see attached extract of
the "Loi 1901", the national French law 1901, which is handling all
association matters in France). As soon as we get this approval in October
2003, we'll immediately send it to the IFF.
We kindly ask you to examine our application
and sincerely hope to get a positive response after your boarding meeting on
January 11, 2003 in Prague. Please do not hesitate to contact us, if you need

Statutes
of the French National Floorball
and Unihockey Association (FNFUA)
(Edition of August 2002)
Primary Article Foundation
According to the guidelines of the French law of the 1st of July 1901,
an association is founded among the affiliated members known as "Association
Nationale Française de Floorball et d'Unihockey ANFFU" (French National
Floorball and Unihockey Association FNFUA).
Article 2 Objects of the
FNFUA
The objects of this association are to organize, to structure and to
promote the floorball sport in France and - on the international level - to
represent the French clubs and the national team at the IFF (International
Floorball Federation).
1. to unite and to help persons who are practicing floorball in clubs as
well as in schools and in universities.
2. to offer the mediums permitting
floorball action such as courses, stages, formation, events, audio and
video material, competitions, congresses, magazines, coaches, referees,
diplomas.
3. to prevail its rules, to develop, encourage and to regulate the
practice, the studies and the instructions.

Article 3 Legal
seat of the FNFUA
The location of the legal seat of the FNFUA is fixed in France, Rue de
l'Ouest 13, 44100 Nantes.
Article 4 Duration
of the FNFUA
The duration of the existence of the association is unlimited.
Article 5 Neutrality
of the FNFUA
The FNFUA is political and confessional neutral. The association ensures
the liberty of free opinion and strictly prohibit all illegal discrimination.
It respects the democratic rules of the sport, the rules of security and
hygiene.
Article 6 Constitution
of the FNFUA
The FNFUA consist of::
1. active members, which have paid the annual fee and which are legally
representing their floorball association / club.
2. benign members (civil persons), which's annual fee shall be minimum
twice the active annual fee
Article 7 Membership
within the FNFUA
For becoming a member of the association, the club / association
applying for membership shall accept the present statutes and pay the annual
fee, which is fixed by the general assembly. The board members can refuse an application
by motivating the reasons to the applicant. The members have the obligation to
respect and to prevail the statutes, the rules, the decisions and all other
guidelines of the FNFUA and its authorities. In the statutes of the club, there
must be a guideline, mentioning that the club has to be liable to the statutes
of the FNFUA, the IFF and the National French Olympic Committee.
In case of a modification of the FNFUA statutes , the members have to
adapt their statutes within the next 12 months, if the modifications require
this way of proceeding. The modification of the club statutes requires the
approval of the FNFUA, which can delegate this duty.
The members have to decline all acts which could harm the interest and
the reputation of the floorball sport in general and the association in
particular. The members have the obligation to take part at the general
assembly of the FNFUA.

Article 8 Application
for membership to the FNFUA
A club applying for membership shall address its application to the
FNFUA.
Clubs which have no adult members, shall join a written confirmation of
an adult responsible (representative of a school, of a public or private
institution, of Junior+Sports and similar institutions).
The teams which are a section of a multiple sport organization, should -
if the statutes of this organization doesn't mention a floorball activity -
join a written confirmation of the committee, mentioning that this kind of
sport has become an object of the organization.
If the statutes of the club are in accordance with the statutes of the
FNFUA and if all other conditions for an application are fulfilled, the FNFUA
admits temporary its new member. The application shall be accepted during the
next general assembly.
Article 9 Loss
of membership
The membership expires by resignation (withdrawal), the decease and /
or the dissolution pronounced by the
board of the association for serious reasons.
Article 10 Revenues
of the FNFUA
The revenues of the FNFUA consist of:
a) the annual fee
b) selling of articles
c) services supplied by the FNFUA
d) subsidies granted by the state or by public institutions
e) contributions
f) all other revenues, which are not contrary to the valid rules.
Article 11 The
ordinary assembly of the FNFUA
The ordinary general assembly meets at least once per annum and
includes/understands all the members of the association up to date of their
contribution. At least fifteen days before the fixed date, the members of
association are convened and the agenda is registered on the convocations. The
general assembly, after having deliberated, comes to a conclusion on the
management reports, the accounts of the financial year and the orientations to
come. It provides the nomination or the renewal of the board members. It fixes
the amount of the annual contribution. The decisions of the assembly are made
in the majority of the present members.

Article 12 Representation
at the board
All associations / all the clubs affiliated to the FNFUA are represented
at the board to the maximum by 3 members elected by their association at the
time of their general assembly. These members are elected for the year. They
are re-eligible. The board of directors is being renewed each year per half.
For the first year, the members are designated by drawing lots. In the case of
vacancy of station, the board of directors provides temporarily for the
replacement with his members. Their final replacement is carried out at the
next general assembly. The capacity of the members thus elected ends at the
time where the mandate of the replaced members should normally expire. The
minors younger than 16 years can take part in the general assembly and they are
eligible to the board of directors, but cannot be eligible to the board of the
FNFUA. The board of directors chooses, among its members, with the secret vote,
the central board of the FNFUA made up of:
a) a president
b) a vice-president
c) a treasurer
d) a general secretary
e) a body of revision of the accounts
Article 13 Board
meeting
The board of directors meets at least 3 times per annum and all the
times that it is convened by the president or at least by 1/4 of its members. The
decisions are made in the majority of the votes of the present persons. In the
case of a tie, the vote of the
president is dominating. The vote by proxy is not authorized. The presence of
at least half of its members is necessary so that the board of directors can
deliberate validly.
Article 14 Extraordinary
general assembly
If needed, or on the request of the 1/4 of its members, the president
can convene an extraordinary general assembly; the conditions of convocation
are identical to the ordinary general assembly. The modification of the
statutes or the dissolution of the association would then be on the agenda. The
deliberations are taken in the majority of the 2/3 of the members present.
Article 15 Rules
of procedures
The rules of procedure established by the board of directors and
ratified by the general assembly, will specify and complete the statutes.

Article 16 Year
of the association / financial year
The year of association goes from May 1 to April 30.
Article 17 Organ
of the association
In the intention informing its members, the ANFFU publishes and holds up
to date an Internet site, on which the official publications and the
invitations are published.
Article 18 Effective
date
These statutes come into effect on August 10, 2002, the official
creation date of the FNFUA.

Preamble
The statutes of the French
National Floorball and Unihockey Association (FNFUA), created on August 10,
2002 in Paris, provide in article 15, " that rules of procedure
established by the board of directors and ratified by the general assembly will
specify and complete the statutes ". For this purpose, the following
guidelines are adopted:

operation of the French National Floorball and Unihockey Association (FNFUA),
such as they appear in particular in the statutes of the association.

2.1. Composition of the
board of the FNFUA
In order to allow a flexible
start of the association, a board made up of a president, a vice-president, a treasurer and a general
secretary is elected at the time of the creation meeting of association. The
rules envisaged in article 12 of the statutes of the FNFUA will come into
effect after the first year of existence of the association.
2.1.1. The president
The president is elected by
a vote in the simple majority of the participants during the creation meeting. His
mandate expires the day of the first ordinary general assembly of the
association in 2003. He leads the association and represents it with respect to
the national authorities (for example prefecture) as well as to the
international authorities (for example The International Floorball Federation
IFF)
2.1.2 The vice-president
The vice-president is
elected by a vote in the simple majority of the participants during the
creation meeting. His mandate expires the day of the first ordinary general
assembly of the association in 2003. He leads the association and represents it
with respect to the national authorities (for example prefecture) and
international authorities (for example The International Floorball Federation)
in case of absence of the president.
2.1.3. The treasurer
The treasurer is elected by
a vote in the simple majority of the participants during the creation meeting.
His mandate expires the day of the first ordinary general assembly of the
association in 2003. He holds up to date the accountancy of the association,
presents the budget, which is initially approved by the president, and deals
with the financial transactions related to the association, while respecting
the budget.
2.1.4. The General secretary
The general secretary is
elected by a vote in the simple majority of the participants during the
creation meeting His mandate expires
the day of the first ordinary general assembly of the association in 2003. He
holds up to date the Internet homepage and informs the people interested in the
floorball / unihockey in France, in order to be able to set up the sporting
events envisaged by the association (see point 3 below).

2.1.5. Minutes of the creation meeting
Minutes of the creation
meeting will be written, including/understanding the following points:
- the date, the hour and the
place of the meeting
- mode of convocation of the
meeting
- the agenda
- the indication of the
people present
- documents and
reports/ratios possibly submitted to discussion
- a summary of the debates
- decisions
The approval of the minutes is
registered at the first item on the agenda of the first board meeting of the
FNFUA.
2.2. Affiliation of new
members
Each floorball / unihockey
club organized in France can adhere to the FNFUA and can take part in the
national championship envisaged in article 3 below. For the first year of
existence of the FMFUA, the clubs do not have to be organized according to the
rules of the law 1901. It is enough to be registered for the championship. Of
course it is allowed that the teams organize friendly matchs against each
other. If there is a need of referees / goalkeepers, the FNFUA can give a
certain support.
2.3. Organization of the
first general assembly in 2003
After the adhesion of new
members, a first general assembly will take place in July 2003, in order to get
through the statutes through, to elect the FNFUA board members and the members
of the directors board.
Article 3 Organization of floorball events
In order to permit a better
development of the floorball interests
in France and for better making known this sport, the FNFUA envisages to
organize the following events:
3.1. National floorball
championship on the small field
Considering that for the
moment there are only a few teams in France and that it would be consequently
difficult to organize a regular championship on the large field with the
related infrastructure (sufficient number of players by team, large sports
hall, rinks, equipment), the FNFUA proposes to organize a championship on the
small field during the month of May 2003.

- Tournament played during
one weekend with all french teams (place still to determine)
- Surface of play 24x14
meter (instead of 40x20 meter)
- 3 player against 3
(instead of 5 player against 5)
- The Swiss Unihockey
Association can provide the referees for the weekend
- If there is a need of
goalkeepers, the FNFUA could provide a solution together with the Swiss
Unihockey
Association.
All interested French clubs
have the possibility to take part participate at this first championship, even
without being a member of the FNFUA. The tournament rules (in particular with
regard to the engagement of foreign players)
will be established in time.
3.2. French floorball
nationalteam
As a new member of the
International Floorball Federation, France must begin its international
competition with the Pool C World Championship / Pool C qualification
tournament held in 2004, to qualify for the Pool B World Championship 2006. The
national team will be composed of players with the French citizenship, playing
in France or in a foreign country.
To create a competitive
national team, practice camps will be organized by the FNFUA, conducted by a
national coach (a selector) nominated by the board of the FNFUA. By obtaining
adhesion to the International Floorball Federation, France will get the opportunity to face other national teams,
member of the IFF
3.3 Presentation of the sport in France in schools or during
sporting fairs in
the large cities
The example of the other
nations showed, that the development of the floorball / unihockey passed
initially by the schools. It is therefore necessary to try to interest the
teachers in schools, so that they make known this sport with their pupils. The
FNFUA will have the duty to pass from time to time in schools in order to make
one day of instruction to the teachers by offering the time and the material.
Another possibility are demonstrations of French clubs during sporting fairs in
the large cities or during other sporting events in France.
Article 4 Affiliations of the FNFUA to other
authorities
The French National
Floorball and Unihockey Association follows the objective to become - in a
first time - provisional member of the International Floorball Federation (IFF)
and - in a second time - to become an ordinary member.
The French National
Floorball and Unihockey Association would like to be accepted by the French
Ministry of Youth and Sport. Nevertheless such an approval is only
possible after one year of existence of the Association. During its first year
of existence, the FNFUA will do its possible to fulfill all conditions for an
approval by the Ministry.

These rules of procedure
become effective by date of creation of the French National Floorball and
Unihockey Association. They can be modified in the first year of existence of
the association during a meeting of the board of the FNFUA. The modifications
must be accepted by a simple majority.
